Add a "Latest Resources by Type" block

Add a 'Latest Resources by Type' block. This block will allow you to choose between Image Cards (show 3x) and Text Cards (show 2x), and will automatically show the latest resources of a specific type. This block will be available on both the homepage and secondary pages.
